Posted the following on the Steam forums:
I downloaded and installed the latest version of the Half-Life Dedicated Server Tool from http://storefront.steampowered.com/download/hldsupdatetool.exe
I installed hldsupdatetool to the default path (C:\Program Files\Valve\HLServer\).
I ran the following command:
"C:\Program Files\Valve\HLServer\hldsupdatetool" -command update -game tf -dir C:\srcds\tf2
And I received the following error:
Failed to connect to any GeneralDirectoryServer, WinSock Error 10057 "Socket is not connected"
I've tried opening ports. I tried installing hldsupdatetool to different directories. I've tried power-cycling my router. I've tried retrying the same command at least 10 times. I get the same error every time.
I don't have any ports opened on my router, but I'm just trying to download the server files right now.
I've searched for the same error elsewhere but wasn't able to find any suggestions that fixed the issue.
