Pally Judgement of the Wise nerfed

OP:
I am supposed to receive 33% of my base mana when i successfully judge a target. It has been working perfectly until monday morning; now I receive about half the normal amount of mana. This is barely enough mana to even cast a seal. As a ret paladin, I can no longer use seal of command unless i want to stop to drink after every mob.

Anyone else had this 50% decrease in Judgements of the Wise returns?

We have already hotfixed the changes to Judgement of the Wise (from 33% to 15%) and Seal and Judgement of Command (down 20% damage) to live. We need to start getting more testing on these changes right away to see what they do to Retribution in PvE and PvP. We still intend to lower the damage of other Seals and Judgements (except one - see below), but to hotfix those requires touching a lot more data so we think that change can wait for the 3.0.3 patch on live.

We are also hotfixing the beta to return Seal and Judgement of Blood and the Martyr back up to 95% of where the used to be. Live will just never get the change to these abilities at all. Hopefully this will compensate PvE Retadins for relying less on more expensive AE abilities that risk putting them out of mana.

To summarize:

Live (3.0.2) -- Judgement of Wise change, Seal and Judgement of Command change.
Beta (3.0.3) -- All changes already active, but Blood and Martyr un-nerfed.
Next Live patch (3.0.3) -- Catches Live up to Beta. We can't give you an estimate for 3.0.3 on Live yet, but it will be before Lich King goes live on Nov 13.

Not a surprise, really. Judgments of the Wise was like a permanent innervate on your whole raid (that was with only two ret pallies in the raid) and pallies have become the new locks in PvP.

If we suck too much in PvE I expect them to buff other, non-judgement abilities.

Before 3.02, as you well know, paladins would 1) cast a seal on themselves every 30 seconds, and then 2) cast "Judgment," which would have an effect based on the given seal. Casting Judgment would destroy the seal.

In 3.02, it's a bit different. You cast a seal on yourself, and it lasts 2 minutes. Then you pick to cast one of three Judgements: "Judgment of Light," "Judgment of Wisdom," and "Judgment of Justice." These three judgments all cause damage based on the seal that you have running and cause the effect that used to be caused by pre-3.02 judging the seal of that name. Judgments in 3.02 do not consume seals.

Example: I'm running seal of Vengence. I cast Judgment of Light. This does X damage/stack of Vengence (the Vengence effect) and puts a debuff on the enemy that allows my attacks to have a chance to heal me for Y damage.

Example 2: I'm running seal of Righteousness. I cast Judgment of Justice. This does X straight holy damage and prevents the enemy from running away at 20% health.

So, basically, in 3.02 Judgment effects, but not damage, are independent of the seal that the paladin has on them at the time. Also, Judgment spells no longer consume seal spells.
 
Judgment spells also do NOT refresh when you hit the mob, they have a duration of about 20 seconds. So to get the effect of the judgment to continue you have to recast it on the target.
