yes u can go out and quest whenever u want to. And basically the main focus of the game is PvP or GvG (person vs person or guild vs guild). Because of that, i believe, is why they have the cap at lvl 20 so its more about the PvP and not all about the rpg factor. The rpg part is to unlock things...

exactly, with my R/Mo the only monk skill i have is rebirth. For those moments when your team is getting jacked and u r the only survivor, with a running skill and rebirth your party can come back to life.

if u visit draknors forge b4 your ascend and take the quest there, then when u go to the crystal desert i believe u can get the class changing quests. I am pretty sure but not positive.
