Dual Wield Armor Penetration

For anyone who was listening to the discussion on Armor Penetration for Death Knights last night, I realized this morning that it in fact doesn't matter if you're dual wield or using a 2her...armor reduces damage by a percentage, not a flat amount. This means that DW specs don't (shouldn't) receive any more benefit from the stat than someone with a 2her....somehow I had it in my head that it would.
