Never seen this thing...

lol. I've never seen him either. I bet it has something to do with VC.
 
I only ever did the quests needed to do the deadmines while I was in westfall, so I can't say I've seen him either. He spawns instead of a harvest reaper, generally on a timer of about 30 minutes appearantly, and usually at dead acre. It is often a lvl 20 elite, but it has spawned as a level 18 elite.

(Kind of a stitches thing, but that is a different story.)

I just hit thotbott, appearantly he has been known to spawn in the deadmines instance. Go figure
