I am noticing more and more questions regarding what gear to buy with your frost emblems. There are a number of BiS (best in slot) pieces BUT it comes at a cost. This cost is what I want to address for everyone who doesn't already know this.
If you do not buy a Tier 10 piece using frost, you can not upgrade it *should* you ever get a trophy from ICC 25 man. This is key, if you plan on ever doing 25 ICC and hope to get the top tier 10 pieces, you *must* upgrade from a previous tier 10 piece which you had to have purchased using your frost badges.
If you do not ever plan on doing ICC 25 or doubt you will *ever* get the chance to roll on the trophy needed for the upgrade, you would be wise to purchase the non tier BiS pieces from frost.
This is the primary reason why I recommend for most of our players to get the non tier pieces as they are better then the vanilla tier 10 BUT it comes at the cost of future upgradeability (new word).
