if you look on map and hover over the dungeon or you can go to menu look at the timer for instances it will tell you what level it is

Level 46 is the minimum. Quest required to get in is Project Drakanhammer.

I will be available for the Theo labs run tonight. Thanks to a couple of Brothers I was able to complete my Theo Campaigns and have everything to turn in at Theo labs.
