Ok, it seems we have all had trouble doing the Elyos spy quests. After a lot of work, I figured out an easy way to do it, or easier way at least.
1.) Use a Title that increases your running speed. Also, get some scrolls or pots that will increase your running speed.
2.) Go the Fortress of Spirits.
These are Friendly mobs to us an aggressive to Asmos. Go to the top an hid a rez spot there.
3.) Go south towards the sky temple. There is a ledge that you can glide across to the other side.
4.) Stay along the East border, you do not encounter many Asmos along this path.
Those are the basics, I know rifts open in different places. So you may need to mod this some. But it works.
