Kim, here is the template that I used to level up my mage:

30 Fire/21 Arcane

Arcane Talents

5 Improved Arcane Missile
5 Arcane Concentration
5 Improved Arcane Explosion
1 Evocation
2 Improved Mana Shield
2 Improved Counterspell
1 Presence of Mind

Fire Talents

5 Improved Fireball
2 Flame Throwing
5 Ignite
2 Incinerate
3 Burning Soul
3 Improved Flamestrike
1 Pyroblast
1 Blast Wave
3 Critical Mass
5 Fire Power

Don't neglect your arcane line in favor of your fire line when you are leveling up as Improved Arcane Missile, Improved Arcane Explosion, Evocation, and Presence of Mind are very important.

For what its worth, my 60 is a +dam build. My talents are 28 arc/23 fire. My talents can be viewed by clicking on my Zenoir link before under the 3rd tab Talents. So depending on what you want your mage to be, +dam (or crit build), stats build or mana reg, it will determine what gear you wear.
