mani mod updated

I went ahead and updated mani mod server admin plugin on css server to newest beta version.

I think I got it all configured like we want it. You may notice a few new nice features that have been added like afk kicker and map cycle rotation standards.

skip to the next unplayed map in the map cycle list until all maps have been played when it is reset.

Lemme know if anything is set wrong.
