does this fix the window being stuck at the top of the screen?

as a follow up to this...
it's not a bug...well, maybe a little, but when 2.3 went live, somehow it got stuck and i needed to /swstats resetwin (or resetwinpos...i forget)
the bug piece of this being that the window shouldn't render above the top of the screen
that aside, it works now with that little fix... /duh
