It's real the CDC came out a couple of days after the post was made explaining that it was to get people prepared for the upcoming hurricane season.

Hey, I'm sure Umbrella got started as a legitimate pharmaceutical company as well.
I don't know if a TV ad for the T-virus would be all that different from other pharmaceutical TV ads where the bulk of the air time is spent listing the side effects rather than the drug's benefits.
