No i dont think so blubarry, because im lvl 19 healer in t3 and i consistently get top healer(over lvl 30 rp, wp, and am) and i still get less xp than the lvl 30 guys that dont even do half the amount of healing that i do

I cant help but feel that we misuse the term emergency here. Like it almost feels wrong to use the same term when speaking of server maintenance as i would use to say i need an emergency dose of meathammer stat! lol And about the healer issue i was doin some scenarios with my archmage...

i did one of the lairs and got a nice lvl 19 shield which upon putting in the bank i received interest and it turned into a lvl 39 with all the stats of a 19 shield :( lol

Even if you didnt have that long load time of 1 minute and 38 seconds (thank you alcorn) really at most all you can really do in 30 mins is one scenario if the ques arent messed up that is. maybe you should use your 20-30 minutes to make spam on the forums and wait till you have more time to...
