I think they did away with "gift" and it is now the "send money to friend/family" option that has no fee.

I didn't see a friend/family option. I'll look for it next time.
It's possible that even if you select the friends and family option, Paypal still charges fees if you use a certain payment method (i.e. a Visa credit card instead of funds in a Paypal account).
But I'm not familiar enough with Paypal to know for certain.
