4. Limitations on Your Use of the Service.

A. You may only access the Service from within the territorial boundaries of the United States, Canada, Australia, New Zealand or Singapore. Any access to your Account, whether by you or anyone else, from any location outside those countries is a breach of this Agreement.

I imagine this will greatly impact the Korean gold market. I don't think the IP's are blocked from gaining access but are rather tracked like a phone tap. More than anything, this is probably just a back door policy to justify mass bannings.

The clever farmers will route their internet traffic through a proxy server in one of these countries. It just mildly increases the complexity of performing such business. Not the end at all for smart farming companies.

This really hurts me!! I have to travel to europe sometimes, and this means I technically can't play there now. Ouch!

I doubt it will be an issue for anyone that is "on the level". It's not like IP's are going to be blocked or anything, just monitored. It is most likely a legal back door to do the monitoring and ban those who are abusing the system.
