Can you switch servers?

You can start new characters on different servers. Currently, there is no mechanism to have an existing character moved to a different server on a whim.
 
PvP servers allow players of opposite factions to attack each other in most zones. there are a few safe zones.

PvE servers only allow players to attack each other only in certian conditions. For instance you can only attack a horde player who has attacked an alliance guard or settlement. You can always pvp in the PvP instances.

For a note, PvP = Player verses Player; PvE = Player verses Enviorement.

Yes and no. There are several things to consider in this but as far as a pvp server goes:

You can not be attacked when questing in the low level zones (Elwynn Forest, Westfall, Dun Morogh, Loch Modan, Darnasus, Darkshore, Mulgore, Durotar, The Barrens, Silverpine Forest and Tirisfal Glade) and in your faction's major cities (Stormwind, Iron Forge, Darnasus, Under City, Ogrimar and Thunder Bluff).

You can be attacked if you flag yourself. This can be done by typing /pvp, attacking another faction's player/npc or going into zones that are contested/owned by another faction.

So for the most part from 1-20 you quest in areas that are free from PVP. Once you get to 20 you typically start questing in areas that are contested or even have quests that take you into the heart of enemy territory. So you end up fighting at times. It adds a very different flavor to the game. There will be times you get beat up on guys that you have no chance to beat. Just remember to take it to them when you finally get to their level.
