Well to apply the Frostband debuff to the target you ahve to have it on one of your weapons. I figure have it on your main because your off needs flame to use lava lash. Not sure what other weapon i'd put it on. Windfury does seem to do a ton of damage. And maybe i'm incorrect. But i'm not sure how you would apply Frostband debuff then.

You don't need Flametongue on your offhand to use Lava Lash, Flametongue just causes it to do additional damage enough so that Frostbrand Weapon and its corresponding talent isn't better than Flametongue Weapon for PvE. Normal PvP is WF main hand, Frostbrand off.
