For those of you that missed the beginning of Act 3 event, here is what happened:
We were all gathered around the slowly breaking lion statue in Lions Arch, when suddenly, the statue shattered, and the Mad King emerged! He threw a few pumpkins, gave some evil laughs, and was forced back into his realm, leaving a large hole/portal where the statue was. It was just an in-game cinematic, if you missed it, you can still do the new dungeon. The dungeon requires 5 players of at least level 2 (it scales you to 80) and is repeatable, and has a bonus chest at the bottom after you defeat the Mad King, so don't leave without it! Here's some screenshots of the cinematic thing (excuse the low graphics, I was trying to save some FPS at the time):
