Fire Resistance , the Resiliance Libram is what you need for M.C. , B.W.L. , and Onyxia Gear.
Z.G. Enchants are better than Librams, for the head and legs for everything else. Dont waste your time and materials on the other Librams. ZG requires a reputaion of FRIENDLY with the Zandalar tribe:

Excellent post!!

Arcanum is what the libram becomes when you turn in the quest. Hence Libram of Rapidity when turned into the quest giver with all the other things required turns into arcanum of rapidity.

On a side note I've heard that in the next patch; ZG enchants won't require librams, instead drops off Jindo or Bloodlord (which can either be a good or a bad thing). The librams for the zg enchant are pretty expensive 250-400g depending on how many are up on the AH.

At exhalted with ZG you get shoulder enchants in exchange for 15 hero tokens:
Signet of Might
Signet of Mojo
Signet of Serenity
 
it should be noted that in patch 1.11 they are removing the libram requirement from the ZG enchants, so if you are planning on getting an enchant before the patch and havent spent hundreds on a libram for it yet you may want to consider holding off
