Modem is the only option; though it uses your Dial-up connection.

You could try, PvPGN, if it works, I think its a 3rd Party server.

It works for me, you have to put in the IP address located on; Live Servers on the website.

I'm using, BattleNet Gateway Editor, you make a server name, its IP address and location time. When you play Starcraft and look in Multiplayer, you should see another server name below. Click OK or double-click it, you have to make a new account in order to work, you cant use your existing one from B.net. Then you'll be in a server that looks like B.net, but its PvPGN.

When you make an account, you cant use any characters other than 0-9 and A-Z/a-z.

Does modem cost money when you dial?

It goes through your phone bill, if your friend lives in a 1-800 place(Or lives in a few states away), they will charge you. IF your friend lives a few miles away, they wont. But I guess it depends if your phone company would charge you.

Warning: if you were actually playing with your friend on Modem, anyone that picks up the phone will terminate your game. You'll have to restart and play again, which would be a annoying.

Best time would be if your all alone, or no one is using the phone/no one calls in.
 
Perhaps Kali is a fitting solution to your problem? Google for some instructions for getting set up and you might find you like it.

Wireless would help, though if you have $150 bucks.

Mines worth it for my PS2, using wireless instead of a 65 foot cable wire with 1 splitter.

Kali is a good suggestion, I wouldnt trust PvPGN, though I prefer original server places like B.net for Blizzard games, Steam for Valve games, Zone.msn for Microsoft games, etc.
