I'd say they're planning to make this an annual event based on the way they've titled the webpage, but it's hard to be sure.

It looks like this one is going to be a little simpler than the Keg's End event, which is a good thing in my mind. It was neat to see quests to kill Heroes in RvR areas, but the problem was that nobody ever did them. It may be difficult (especially for healer classes) to kill players that are "marked for death" but... it should provide a lot of opportunity for group fun in oRvR.
