Okay, I *may* have to take it back. Specing as a typical retnoob, I found I was able to dish out the holy damage (surprise, surprise). So, spending much more gold than I should I tested a couple new builds and I think I have a build that almost makes Osk a paladin tank again. Here is it:

Now a little explanation.
First, I chose Pursuit of Justice because if any of you paladins have ever PvP'd, an increase in foot speed is very nice. True, there is an enchant, but I would rather have +Stam or +agility on my boots. However, I could have easily chosen Vindication, but I am not sure if it has any real value in PvE, maybe some small value in PvP.
Now, to the meat of the matter. I am finding the Judgement of Command is very useful. I use it alot. Because of Benediction, it is only 76 mana to cast. I find this negligible with the potential damage it can do (see below).
So, I have made my build focused on increasing holy damage output. Thus Sanctity Aura and improved Seal of the Crusader, which gives a nice boost to holy damage with judgement of the crusader, increases damage output greatly. What does this mean? If you chose this type of build, you will actually have to click buttons like every other class

Playing this build, I felt like I was dishing it out quite well, both with 1h and 2h. Do I have DPS numbers . . . no, right now I don't have a DPS addon loaded. However, I have pictures! (or at least one picture)

Okay, why all this focus on damage? I bet you are wondering where the tanking comes in. Tanking is about getting and holding aggro. 1.9 made it so that the only real way a paladin can do this is through holy damage. Seal of Righteousness used to develop hate based on both weapon damage and holy damage. Now it is just holy. Holy Shield is holy damage, but it is passive. You have to have the attention of the target first for it to proc. One of the frustrating things I felt with a heavy protection build is that I would hit Holy Shield just as I lost aggro. Wasted mana, no paladin tanking. I did the 1069 crit with 1h + shield. Non stunned judgements crit for around ~500, still respectable for paladin damage (shush other classes!)
So there are three key combo's in my new build -
Improved Righteous Fury + Vengence: This gives my the added hate generation through the self buff while increasing my holy damage with talents up to and including Vengence, high in the retribution tree.
Improved Hammer of Justice + Improved Judgement: To maximize damage from Judgement of Command, the target has to be stunned. Lowered cooldowns on both of these abilites increases my ability to dish out judgements. This will not work on all bosses, but the boost in damage works off rogue stuns as well. Some bosses can be rogue-stunned (like kidney punch).
Sanctity Aura + Judgement of Improved Seal of the Crusader: Each of these gives a 10% and 15% boost in holy damage respectively. No small potatoes. With Blessing of Might and Seal of the Crusader, my attack power is 1200+. A nice way to open up combat

That is not including any other buffs other than paladin buffs. (Mind you, Osk is heavy on strength, 292 atm)
One thing I noticed before I came to this latest build, Osk seemed to be missing alot more. So I decided to add in Precision. 3% to hit may not seem like much, but I certainly can tell the difference.
