So I've logged on and discovered i have a new guild title, "Recruit of Redeemed". Is this an artifact of the new guild achievement system?

It's dependent on what rank you are in Redeemed. Most people will be "Recruit" because you are the rank of "Member"

I'm Guild Leader, and mine says "Recruit"

It's all the same as long as everyone else thinks so too! It's like government - we have a nice figurehead, but sometimes I wonder who really runs things...
