Put -dxlevel 95 into the launch parametrs of your game, start the game once and then remove this launch parameter afterwards, so it's permanently saved."
I fixed the problem. I had to go to properties in the library, type in -dxlevel 95, and it worked. I got to play, and it was amazing. I highly recommend you try it too.You might want to give this a shot:

I played a few rounds of TF2 Classified earlier today. I really enjoyed it! Took me back to the early days of TF2 before they added so much cruft. Some of the features also reminded me of NeoTF, an old mod of Team Fortress Classic (which I guess would make it a mod of a mod?).I fixed the problem.
