Transferring to a new server

So, I started playing on crystal desert...

But I am trying to get on Eternal Grove... I clicked the transfer button, said it would log me off and take a few minutes... when I logged back on it hadnt transfered me and I now have to pay for another transfer... (grumble beta beta grumble)

So, if I delete all of my toons will I be able to switch servers?
 
I debated doing that too because the majority of Mumble-ers were playing on Eredon Terrace and I wanted to play with someone on Mumble. It looks like they stopped transfers, but I haven't tried deleting toons since I don't want to start from the beginning too many times.
