It wasn't a option so let me say what I believe any guild leadership should do:
Its really multiple answers for the ones you have listed. Guild leadership is no different than a business. #1 thing however is making it a fun place to do things with other guild mates. This includes creating a atmosphere of teamwork and support between all members. This would include raids and guild structure. Having a clearly defined mission statement and everyone moving to that direction. Everyone needs goals. By having clearly defined goals that everyone helps each other obtain keeps everyone on the same page and busy from no purpose which in turn begins to create guild drama.
I.E. My ideal example of a guild Focus would be:
"Our guild is a high end raiding guild with a casual play style. We wish to do end game content with a Christian based foundation in order to be a witness as we progress through the game of World of Warcraft."
Or something like that. By having a clear set statement it makes it very clear as to what is to be expected from this guild. Does this statement mean I can miss the raids and just go pvp with friends? No it means that if you join this guild raiding is what you can expect and helping get people gear to accomplish this goal is what will be done. For instance if someone is has just reached level 60 everyone would want to help that guild mate by running instances to be able to get better gear the individual to do MC or to get their Onyxia key etc etc. So then its simple. A guild officers job is to ensure that the main purpose and goal of the guild is being met. Guilds or Organizations have issues when their leaders have different purposes. The end result always ends in failure if the leadership is not united in purpose. Leadership at all costs must make a mission statement for the guild and the do whatever it takes to make sure that the guild stays the course.
