WOAH!!!!

Never seen a sea turtle without his shell before....interesting and rather ugly. Reminds me of someone's avatar....
 
Using the somewhat limited knowledge that I have gained from working as a veterinary assistant... (this is assuming that both photos on the sites are indeed the same creature)

I am guessing that it is a bull dog or boxer mix dog. If both photos are indeed the same "creature". The ears on the second photo look more dog like then raccoon. Also a raccoon tail is mostly hair, its only as thick as a rat tail so the tail also makes it seem more like a dog. Also if you notice the genital region on the second picture and the hair and the canine teeth structure on the first photo this can in no way be a sea turtle.

As for the beak, I believe part of the skull is exposed and that part is broken and incomplete causing it to look like a beak.
 
I am pretty sure turtles don't have skin under their shells.

And those aren't flippers in the back where the legs are.
 
One of the posters brought up the question which begs to be answered? Why are the front paws\legs bound together?

If it was indeed a dog ....they may have been bound at the veterinarian hospital. Sometimes the front legs need to be bound to ease the application of the Euthanasia serum, sometimes the legs are bound to transport the cadaver more easily.

I suppose that it could be a raccoon, not sure why the legs would be bound if that is the case. Unless a similar thing is done by a wildlife commissioner
