Beloved, you have to extract the file, and then take out the files form the folder ( Pldecal.wad, tempdecal.wad, decal.wad) and put those files into your cstrike folder, sorry for not clarifying.

If it still doesnt work, i'll put up annother link. Just tried and it works fine for me.
